Workplace safety onboarding for remote Italian employees: training and documents for home workers

A remote hire in Italy is still covered by workplace safety rules. The desk is at home, but the employer’s duties do not disappear. For EOR and payroll platforms, this is an onboarding task that is easy to skip and hard to fix later.

This article covers what a safety onboarding flow for home workers should contain, who owns each step, and what records to keep.

Why it belongs in onboarding

Safety duties start on day one of employment. If the platform collects contracts, tax data and bank details but nothing on safety, the file is incomplete. A gap shows up when there is an accident claim, an inspection or a client audit.

The foreign client often assumes the EOR handles this. The EOR often assumes the worker’s home is the worker’s business. Neither is correct. The flow needs a named owner.

What the training should cover

Keep it short and practical. A long generic course is rarely read. A focused module for home workers should cover:

  • Setting up a workstation: chair, screen height, lighting, keyboard and mouse position.
  • Breaks and posture during long screen sessions.
  • Electrical basics: sockets, extension leads, cable routing, overloaded multi-plugs.
  • Fire and emergency basics at home: exits, smoke detection, who to call.
  • Choosing a work location in the home that is suitable, not a sofa or a bed.
  • How to report an accident or a near miss, and how fast.
  • Stress, isolation and working-time limits, including the right to disconnect.

The module should be in the worker’s language. Italian is the default. Offer English if the worker asks for it, but keep the Italian version as the reference.

Written information on risks

Italian practice expects the employer to give remote workers written information about the risks tied to working outside company premises. This is separate from the training. It is a document the worker receives, reads and acknowledges.

A good version is plain and specific to home work. It should not be a copy of an office safety manual. Include the risks above, the worker’s own duty to cooperate, and the duty to use equipment safely.

Your platform should record three things:

  • The version of the document sent.
  • The date it was delivered.
  • The worker’s acknowledgement.

If the document changes, send the new version and record it again.

Equipment and the home workspace

If the client supplies a laptop, monitor or chair, the platform should log what was issued. Equipment that comes from the employer must be safe and suitable. Equipment that belongs to the worker raises harder questions, so decide a policy early and write it down.

A self-assessment checklist helps. The worker confirms the workstation setup with a few yes or no answers and optional photos. This is not an inspection. It is a record that the employer asked, and that the worker answered.

Accident insurance and the INAIL premium

Employees in Italy are covered by the national workplace accident insurance, INAIL. Remote workers are included. Accidents linked to the work can be covered, even at home, subject to the usual conditions.

The premium is calculated with INAIL rates. According to a secondary source, the rates set in 2019 remain in force. The way they are applied was changed in 2026. Because the source is secondary, check the current position on the INAIL site before you quote any premium to a client or build it into a pricing model.

For your platform, the practical point is simple. Classify each remote role correctly, keep the data used for the premium up to date, and make sure the client understands that accident cover is part of the employment cost.

Who does what

A clear split avoids gaps.

  • Client company: describes the real tasks, tools and working pattern of the role.
  • EOR: sends the information, delivers the training, collects acknowledgements and stores the records.
  • Worker: completes the module, returns the checklist and reports incidents.
  • Payroll team: keeps the insurance classification current.

Put these roles in the service agreement, not only in an internal guide.

What to store

Store the minimum that proves the process happened:

  • Training completion with date.
  • Risk information document, version and acknowledgement.
  • Workstation checklist and date.
  • Equipment issued, if any.
  • Incident reports and follow-up.

Treat all of it as employee personal data. Limit access, set a retention rule and be able to export a worker’s full safety file on request.

Build it once

This flow is the same for every Italian remote hire. It should be automatic. Trigger it when the contract is signed, send reminders if steps are open, and block the first payroll cycle sign-off if the file is incomplete. Your support team then answers fewer questions, and your clients see a complete record.

Partnership teams: request the data-exchange specification to receive safety onboarding status for each Italian hire directly in your platform.
