Tax wedge measures in the payroll engine: how the non-taxable sum and extra deduction work month by month
Last modified on November 5, 2026 • 5 min read • 982 wordsItaly’s tax wedge measures change net pay for employees in specific income ranges. For a payroll platform, the hard part is not the rule. It is applying the rule month by month while the annual income is still an estimate.
This article explains the two measures, how they are built, and what your engine needs to handle them.
The two measures
There are two separate mechanisms. They work differently and they apply to different income ranges.
The non-taxable sum. This is a share of employment income that is not taxed. The share depends on the income band:
- Up to 8,500 EUR: 7.1% of employment income.
- From 8,500 to 15,000 EUR: 5.3% of employment income.
- From 15,000 to 20,000 EUR: 4.8% of employment income.
The extra deduction. This is a tax deduction on top of the ordinary ones. It is 1,000 EUR per year for income from 20,000 to 32,000 EUR. Between 32,000 and 40,000 EUR it decreases until it reaches zero.
The two do not overlap in the bands above. An employee sits in the non-taxable sum range or in the extra deduction range, depending on annual employment income.
Why the monthly run is the problem
Both measures depend on annual employment income. Your engine runs every month. So the engine must answer one question each period: what is this employee’s expected annual income?
The answer drives everything. It picks the band. It sets the rate or the deduction amount. A raise, a bonus, a new contract or an unpaid leave can move the employee into a different band during the year.
A practical approach:
- Project annual employment income from the contract and the payments already made.
- Select the band from that projection.
- Compute the annual benefit.
- Spread it across the pay periods, net of what was already given.
- Recompute when the projection changes.
The key point is step four. Each month the engine should apply the benefit due to date, not a fixed slice. This keeps the cumulative figure right when the projection moves.
Handling band changes
Three cases cause most errors.
Mid-year hires. The employee has no earlier payslips with you. The projection must come from the contract. If they worked elsewhere earlier in the year, you need that data, or the benefit may be applied twice or not at all.
Variable pay. A bonus can push annual income over a threshold. For the non-taxable sum, a higher band means a different rate. For the extra deduction, crossing the upper range means the amount shrinks. Your engine should show the employee what changed and why.
Employees near the edges. Someone close to a threshold may switch band after a single payment. Flag these cases in the run, so a reviewer sees them before payslips go out.
Year-end adjustment
Projections are never exact. The year-end adjustment closes the gap. If the engine gave too much, it recovers the difference. If it gave too little, it pays the rest.
Good engines make this adjustment small by recomputing early and often. They also keep a record of each projection used. That record lets support teams explain a payslip without rebuilding the calculation by hand.
What to store for each employee
To run these measures reliably, keep these fields per employee:
- Projected annual employment income and the date of each revision.
- The band selected and the rule version used.
- Benefit given to date and benefit due to date.
- Income from earlier employers in the same year, when available.
- A source reference and a verification date for each rate and threshold.
The last item matters. The figures in this article come from a secondary source. Before you configure production rules, check them against the official text and record the date you did so. Rules for these measures are set year by year, so version them and never overwrite old ones.
What to ask your provider
If you use a local partner for Italy, ask direct questions:
- How do you project annual income, and how often do you revise it?
- How do you treat mid-year hires with earlier income?
- Can you send the band, the projection and the benefit to date with every payroll file?
- How do you version the rules and show the source for each figure?
A partner who answers these clearly will save your support team many tickets.
Partnership teams can request the data-exchange specification to see the exact fields we send for each payroll run.
