# Quarter-end compliance checklist for Italian payroll

> A recurring quarter-end checklist for Italian payroll: contracts, contributions, collective agreements, leave balances and reconciliations for EOR teams.

Quarter-end is when small payroll errors in Italy become visible. A wrong contribution code, a missed collective agreement update or an unreconciled benefit can sit unnoticed for months. Then it shows up in an audit or in an employee complaint.

This checklist is for operations and payroll managers at global EOR and payroll platforms. It is built for repetition. Run it every quarter, in the same order, with the same owners.

## Before you start

Freeze the data. Take a snapshot of the employee master data, contract terms and payroll results for the period. Every check below runs against that snapshot, so findings do not shift while you work.

Name an owner for each section. If the platform runs on local partners, name the partner contact too. Unowned checks do not get done.

## Contracts and employee records

- Confirm that every active employee has a signed contract on file and that the contract type matches the payroll setup.
- Check start dates, end dates and probation status for each new hire or leaver in the period.
- Verify that fixed-term contracts approaching their end are flagged, with a decision recorded: renew, convert or close.
- Check job title, level and working hours against the contract. Level drives pay minimums, so a mismatch has a direct cost.
- Confirm tax code, address and bank details are complete. Missing fields cause rejected payments and failed filings.

## Collective agreement alignment

Italian pay is shaped by the national collective agreement that applies to each role. Quarter-end is the right time to confirm the mapping is still correct.

- Check that each employee is assigned to the right agreement and level.
- Look for agreement renewals or pay table updates published during the period. Apply them from the correct effective date, including any back pay.
- Check statutory extras that depend on the agreement, such as additional monthly payments and notice terms.
- Record the source and the date of every rate or rule you apply. If you cannot cite it, do not rely on it.

## Contributions and withholding

- Reconcile the contribution base used in payroll against gross pay for each employee.
- Confirm the correct contribution categories are applied, including any that depend on company size or sector.
- Reconcile withholding tax and regional or municipal surtaxes against the period's payslips.
- Match the totals due to the amounts actually paid. Investigate every difference, even small ones.
- Check that corrections from earlier periods were applied once and only once.

## Leave, overtime and accruals

- Review leave balances for each employee. Check that accrual matches contract and agreement rules.
- Check overtime and allowances against approved timesheets.
- Confirm that accruals for deferred pay and end-of-service entitlements are posted and consistent with the ledger.
- Flag employees with unusually high leave balances. They are a liability and sometimes a compliance issue.

## Benefits, expenses and in-kind items

- Reconcile benefits provided in the period against the amounts included in payroll.
- Check that taxable and non-taxable treatment is applied consistently, and that the supporting documents exist.
- Review expense reimbursements and allowances for the same treatment.

## Filings and payments

- List every filing and payment that fell in the period. Mark each as submitted, accepted or pending.
- Keep proof of submission and proof of payment together, indexed by employee and period.
- Check for rejected or queried filings. Resolve them now, not at the next cycle.
- Confirm the year-to-date totals in the payroll system agree with the totals reported to the authorities.

## Changes and exceptions

- Review all retroactive changes made during the period. Each needs an approver and a reason.
- Check terminations: final pay, accrued entitlements, notice and the closing paperwork.
- Review every manual override. If one repeats each quarter, fix the underlying rule.
- Log open questions for the local advisor, with an owner and a due date.

## Sign-off and handover

Close the quarter with a short written summary. Include what was checked, what was found, what was corrected and what remains open. Store it with the snapshot.

For platforms with several partners, use the same template in every country and entity. A consistent format makes it easy to compare results and spot patterns. It also makes onboarding a new reviewer much faster.

## Make it routine

The checklist only works if it is boring. Schedule it before the period closes. Assign backups for each owner. Track recurring findings and treat them as process defects, not one-off mistakes.

The goal is simple. By the time the quarter closes, you can show that every employee was paid correctly, every contribution was calculated on the right base, and every filing has proof.

Partnership teams that want to automate these checks can request the data-exchange specification.
