How to plan the CU season with your Italian ICP
Last modified on November 5, 2026 • 6 min read • 1,074 wordsThe Certificazione Unica, or CU, is the annual certificate of income and withholdings that an Italian employer issues for each worker. If you run an EOR or payroll platform with Italian employees, the CU season is a fixed point in your year. It does not move, and it does not wait for your internal queues.
This article covers the dates that matter and how to plan around them with your Italian provider.
The dates
The CU has two deadlines that fall on the same day for employees.
- Employee certificates: 16 March 2026. This is the date by which each employee must receive their CU.
- Submission to the Agenzia delle Entrate: 16 March 2026 for the certificates covering employees.
Two other dates exist for other categories. Self-employed income certificates are due on 30 April. Certificates with exempt income are due on 31 October.
For most EOR work, only the March date matters. Your Italian employees are employees. The April and October dates matter only if your client base also includes freelancers or other income types, or if your platform handles those flows.
These dates come from a secondary source. Before you publish them in a client-facing calendar, check them against the official notice from the Agenzia delle Entrate. Dates can be adjusted by official decision, so treat any list as a planning input, not a final authority.
Why one date is harder than it looks
The employee date and the submission date are the same day. That removes any buffer. In many systems, you would send the data to the tax authority first and then hand out copies. Here, both must be ready together.
This means the real deadline for your team is earlier. Whatever your provider needs to produce, check and file must be finished before 16 March. The final days are for fixing errors, not for starting work.
What to plan with your Italian provider
Agree on a data cut-off
The CU is only as good as the payroll data behind it. Ask your provider to name a date after which payroll changes are frozen for the year. Late corrections after that date create reissued certificates, and reissues cost time and trust.
Put the cut-off on a shared calendar. Make sure your client success and operations teams know it too.
Reconcile before you certify
Before the certificates are generated, compare three things for each employee:
- The gross pay and withholdings in the payroll records.
- The amounts your platform invoiced to the client.
- The employee’s own records of payslips received.
Mismatches found in January are cheap to fix. Mismatches found on the filing date are not.
Settle who handles employee questions
When employees receive their CU, some will write in. They will ask what a line means, or why a figure differs from what they expected. Decide in advance who answers. If your platform has a support desk, give it a short briefing from the provider. If the provider answers directly, make sure employees know where to ask.
Cover leavers and changes of employer
Employees who left during the year still need a CU. So do employees who moved between your clients, or who changed from one entity to another. These cases are where records are most often incomplete. Ask your provider to list them early and confirm that each one has a contact address.
Confirm the filing channel
Ask the provider how the submission to the Agenzia delle Entrate is made and who signs off. Ask for a confirmation of receipt after filing, and agree how you will receive it. That receipt is your evidence that the deadline was met.
A simple way to work backwards
Start from 16 March and set your own earlier milestones.
- Payroll data frozen.
- Reconciliation finished and exceptions listed.
- Draft certificates reviewed.
- Certificates issued to employees and filed with the Agenzia delle Entrate.
- Receipt of filing stored with the client record.
Give each milestone an owner on both sides. Review progress weekly once the cut-off has passed.
What this means for partnership teams
If you resell or white-label Italian employment services, the CU season is a service-level question. Your clients will expect the certificates to arrive on time and to be right. You will be asked about it by finance teams and by employees.
The providers that handle this well do not treat March as a rush. They treat it as the end of a process that began with clean payroll data months earlier. Choose a partner who can show you their calendar, their reconciliation steps and their filing evidence.
Before the next season
Use the quieter months to fix what hurt this year. Review the late corrections. Check which data fields were most often missing. Update your onboarding checklist so that new Italian hires arrive with complete records. Each of these steps reduces the work in March.
Partnership teams that want to align their data flows with an Italian provider can request the data-exchange specification.
