Offboarding Italian Employees: Final Pay, TFR, Documents and System Closure
Last modified on November 5, 2026 • 5 min read • 1,056 wordsOffboarding in Italy is not a single event. It is a chain of payroll, social security and document steps. If one link is late or wrong, the former employee notices, and your client notices too.
This checklist is for operations, payroll and partnership managers at global EOR and payroll platforms. It follows the order in which the work usually happens.
Start with the exit facts
Before any calculation, confirm the basics in your system of record.
- The reason for the end of employment: resignation, dismissal, mutual agreement, end of a fixed term, or retirement.
- The last working day and the termination date, if they differ.
- Whether notice is worked or paid in lieu.
- The applicable national collective agreement and the employee’s level.
The reason for exit drives notice rules, possible indemnities and the tone of every later document. Do not let the calculation start until these facts are agreed in writing.
Final pay
Final pay in Italy is more than the last salary. Build it line by line and keep a worksheet that someone else can audit.
- Salary up to the last working day, prorated where needed.
- Accrued but unused holiday and leave entitlements.
- Any notice indemnity, if notice is not worked.
- Prorated additional monthly payments that the collective agreement provides for, often called thirteenth and fourteenth month pay.
- Variable pay, bonuses and expense reimbursements that are already earned.
- Deductions: tax, employee social contributions, and any agreed recovery of advances.
Check the collective agreement for each item. Rules on accruals and indemnities differ by sector. Do not reuse a worksheet from a different agreement.
TFR
TFR is the end-of-service severance fund that builds up during employment. It is paid when the contract ends, whatever the reason.
For offboarding, three questions matter.
- Where has the TFR been held? Some employees chose a pension fund, and in that case the fund holds the accrued amount. Others left it with the employer.
- Has the employee taken any advance during employment? An advance reduces what is due now.
- Is the final amount reconciled with the annual revaluation records?
Treat TFR as its own calculation, separate from the final payslip, with its own supporting schedule. Taxation of TFR differs from ordinary pay, so show it as a separate line. Employees often ask about it first, so explain the figure in plain terms when you send it.
Documents
Prepare the document pack before the last day, not after it.
- Final payslip with a clear breakdown of every component.
- TFR statement and the calculation behind it.
- The termination or resignation record, filed correctly.
- The mandatory notification of the end of employment to the relevant authorities, within the deadline that applies to the case.
- Year-to-date tax and contribution summary, so the employee can file their own return.
- A signed settlement document, if the parties agree one.
- Return of company property, with a signed receipt.
Keep the originals in the employee’s file. Send the employee a copy in their language and in Italian. Both versions should carry the same numbers.
Social security and tax closure
After the final payroll run, close the books with the authorities.
- Make sure the last contribution reports are filed and paid.
- Confirm the employee record is closed with the social security institute.
- Issue the annual tax certificate for the period worked, and plan for the following filing cycle.
- If the employee had a work permit tied to the employer, record the end of that link and tell the client what follows for the permit.
Mistakes here rarely show up at once. They show up months later, as a letter to the former employee or an inspection query to the client.
System closure
Internal systems need a clear order of operations.
- Disable access to email, collaboration tools, HR portals and expense tools on the last working day.
- Keep payroll and document records in line with retention rules. Do not delete them.
- Remove benefits, such as supplementary health cover or meal vouchers, from the provider’s active list.
- Stop recurring payments and update any open headcount reports.
- Close the case in your ticketing system only when every item above is confirmed.
On a platform, each of these steps should create a status that partners can read. A closed case with open tasks is the most common source of disputes.
What partners should expect
For a platform that relies on a local provider, the useful question is not whether the provider can pay the final salary. It is whether the provider sends structured data back: the final pay breakdown, the TFR amount, the filing confirmations and the closure status for each system. Without that, your team ends up chasing emails.
Agree the fields, the timing and the owner of each step before the first exit, not during it.
Partnership teams that want to see how this data can flow between systems can request the data-exchange specification.
