INAIL rate reductions in 2026: what changes in partner pricing
Last modified on November 5, 2026 • 5 min read • 1,038 wordsINAIL is the Italian workplace injury insurance. For an employer of record it is a recurring cost line on every payroll. In 2026 the rules for the reduction of that premium changed. This article explains how the change reaches your cost base and what to check in partner pricing.
What changed
The source for this article is a secondary one, so treat the detail as to be confirmed against the official INAIL notice before you build it into contracts. It reports two changes.
First, a new Tabella A Bonus. It sets the reduction using the number of worker-years and an ISAR value. The reduction is no longer driven by the old logic alone.
Second, the fixed reduction for insurance positions (PAT) that are not significant moves to 13%. It was 5%.
That is the whole verified picture. We do not have rate tables, thresholds or the ISAR values here, so this article does not guess them.
How the reduction reaches cost
The INAIL premium is paid by the employer. It is calculated on payroll and on the risk rate of the activity. A reduction lowers the premium that the employer owes. It does not change gross pay, and it does not change the worker’s net pay.
So the effect lands in one place: the employer cost line for INAIL. From there it moves into three other places.
- Cost per employee. The fully loaded monthly cost falls by the amount of the premium reduction. The size depends on the payroll base and the risk class.
- Fee structure. If your partner fee is a percentage of total employer cost, the fee base is now smaller. Your revenue per head moves with it, even if the rate you charge stays the same.
- Pass-through quotes. If you quote employer cost to a client as a pass-through, the quote should drop. If it does not, you hold the difference and a client may ask why.
Which positions benefit
The fixed reduction applies to PAT classed as not significant. In practice this points to small positions. For an EOR that operates through a representation structure, the question is which position the employees sit under. The answer decides whether the fixed 13% reduction applies, or whether the worker-years and ISAR logic of the new table applies.
Do not assume. Ask for the position classification for each client entity. Two clients in the same sector can end up on different paths.
What to change in a partner pricing model
Separate the INAIL line. Show it as its own item in the cost build-up. When it is buried in a blended on-cost percentage, a change like this one is invisible and cannot be audited.
Use the reduction as a variable, not a constant. The new table depends on worker-years. Headcount growth during the year can change the outcome. A model that fixes the reduction at the start of the year will drift.
Decide who keeps the saving. There are three common options. You pass the full saving to the client. You keep it as margin. You split it. Pick one and write it into the partner agreement. If you stay silent, the first invoice that shows the lower premium will start the conversation for you.
Plan the timing. The reduction is applied to the premium after the fact, not at hiring. Cash cost in the early part of a contract can be higher than the final cost. Your pricing should state whether you quote on the gross premium or on the expected net premium.
Risks to manage
- Source quality. The facts above come from a secondary source. Verify them against the official notice and keep the reference on file.
- Classification errors. A wrong PAT classification means a wrong reduction. That turns into a credit note or a back-charge.
- Model lag. If the platform keeps the old 5% logic in its calculator, quotes for small positions will be too high.
A short checklist
- Confirm the new rules against the official INAIL publication.
- Identify which client positions are classed as not significant.
- Recalculate employer cost for those positions with the 13% fixed reduction.
- Recalculate the others with worker-years and ISAR inputs from the client.
- Update the fee base if your fee is a percentage of employer cost.
- State in the contract who keeps the saving.
Bottom line
The reduction is real money on the employer cost line, but it is not uniform. For not significant positions the fixed reduction rises from 5% to 13%. For the rest it depends on worker-years and ISAR. Your pricing needs the INAIL line separated, the inputs captured per client, and a clear rule on who benefits.
Partnership teams that want to receive these inputs and outputs in a structured form can request the data-exchange specification.
