Annual tax return for employees in Italy: the role of the CU and when a CAF is needed

Why this matters for your platform

Employees hired through a global EOR or payroll platform often have never filed an Italian tax return. Many come from countries where the employer settles everything and the employee does nothing. In Italy, the employer withholds tax during the year, but the employee may still need to file a return. If your support team cannot explain this clearly, tickets pile up every spring.

This article explains what the CU is, what it does in the return process, and when an employee should use a CAF.

What the CU is

CU stands for Certificazione Unica. It is the annual certificate that an Italian employer issues for each employee. It summarises what happened in the tax year:

  • employment income paid
  • income tax withheld
  • social security contributions paid
  • certain deductions and credits applied through payroll

The employer also sends the same data to the tax authority. This matters because the tax authority uses it to prepare a pre-filled return for the employee.

For 2026, the deadline for employers to deliver the CU to employees was 16 March 2026. Your payroll operations should treat this date as fixed. Late or wrong CUs create problems for the employee and for the employer.

What the CU is not

The CU is not the tax return. It is the input. The employee does not copy numbers from it by hand in most cases. The pre-filled return already contains the CU data. The employee checks it, adds what is missing, and submits.

This is the first thing to explain to foreign employees. They do not need to rebuild their income from payslips. They need to check that the CU is correct and that the pre-filled data matches it.

What your team should do about the CU

A platform can remove most of the confusion with a few simple steps.

  1. Deliver the CU early and in a place the employee can find it. Put it in the employee portal, not only in an email.
  2. Add a short plain-English explanation. Name each main box on the CU and say what it means. Do not translate the tax terms word for word. Give the Italian term and a short description.
  3. Check the data before issuing. Errors in withholding, contributions or employment dates cause the biggest downstream problems.
  4. Reissue fast when needed. If a correction is required, tell the employee what changed and why.
  5. Keep records of when each CU was sent and opened. This protects you if there is a dispute.

When the employee can manage alone

Some employees have a simple situation. They worked for one employer in Italy for the whole year, have no other income, and have no special deductions to claim. For them, the pre-filled return is often enough. They check the CU against the pre-filled data and submit.

Your role here is information. Tell them where the return is, what to check, and who to ask if something looks wrong.

When a CAF is useful

CAF stands for Centro di Assistenza Fiscale. It is a tax assistance centre that helps individuals with returns and supporting documents. A CAF is worth recommending when the situation is not simple. Typical cases:

  • The employee changed employer during the year, or had more than one employer.
  • The employee has income from outside Italy, or was tax resident in another country for part of the year.
  • The employee wants to claim deductions that need documents, such as medical costs, housing costs or costs for family members.
  • The employee has dependants and needs to declare them correctly.
  • The employee has other income, such as rent from a property.
  • The employee received a notice from the tax authority and does not understand it.

In these cases, the CU still matters. It is the starting point. But the CU alone does not capture the full picture, and a CAF can review the documents and file correctly.

Where the employer stops

Be careful with the line between payroll and personal tax advice. The employer or EOR is responsible for payroll, withholding and a correct CU. The employer is not the employee’s personal tax adviser. Your support team can explain the process and point to a CAF. It should not decide which deductions the employee may claim.

State this clearly in your help pages. It reduces risk and sets the right expectation.

A simple support flow

Here is a flow that works for most platforms.

  • Before the CU is issued: send a short notice saying when it will arrive and what it is.
  • When the CU is issued: send the document with the plain-English guide.
  • After issue: offer a short checklist. Is this my only employer? Do I have foreign income? Do I have documents for deductions? If the answer to the first is yes and the others are no, the employee can likely proceed alone. Otherwise, suggest a CAF.
  • For questions: route them to a trained agent with a clear script on what can and cannot be answered.

Data flow between platforms

If you work with a local partner on Italian payroll, the CU data should move between systems without manual re-entry. Employee identifiers, income totals, withholding, contributions and employment dates must match. A mismatch is the most common cause of corrections.

A clean exchange of this data lets your platform show the employee the same figures the tax authority will use. That reduces tickets and builds trust.

Partnership teams that want to see how this data exchange works are welcome to request the data-exchange specification.
